Google does not make any statements about it, but there is a reason why we in Europe do not have to count on Bard just yet. In any case, the EU is chasing big tech companies, especially with the Digital Markets Act and the Digital Services Act coming up. Chances are that not being able to approach Bard has to do with the GDPR (General Data Protection Regulation). It is there to protect the data of European citizens and apparently things happen to Bard that put that data at risk.
