According to a report by Bloomberg The US government wants to relax sanctions against Chinese companies that are on the “black list”. Huawei is explicitly named there as one of the companies and a prominent example. Specifically, it’s about the US government’s fear of being shaken off technological standards. After the US ban, many Chinese companies invested a lot of money and time in developing their own technologies and standards. But before these overtake US technologies, the US government wants to ensure that US standards are complied with. In return, Chinese companies could access US technologies again.

Accordingly, Chinese companies such as Huawei can initiate talks in which the Release of “low-level” technology in hardware and software is decided. Whether this includes access to Google services or 5G technology, which Huawei smartphones currently lack, is not known in detail. For example, if Huawei were to regain access to Google services and apps, smartphones would suddenly become interesting and competitive again.
