Negotiations on possible measures are still underway in the government. An Interior Ministry spokesman added that it was not yet entirely clear what legal and technical procedures would be needed to ban the Telegram.

However, Germany will only be able to come up with such a radical solution if the government concludes that the application violates national and European Union law. Interior Minister Nancy Faeser said that a complete blockade of the service would only take place if the country exhausted all other options to curb extremist groups.
