Android 12 seems to be able to download new emojis from the Play Store
Another improvement seems to be on the way to Android 12. It will probably be possible to share new emojis from the Google Play Store from that version.

When new emoticons are announced, Android (and other operating systems) usually requires a software update first. In practice, this means that you can only use the latest emoticons at a later time.
After signs were found in November that Google would make it possible to download emoji updates via the Play Store, that is now a lot more certain. Earlier the indication of this surfaced in the source code of Android.
When the message is correct, starting Android 12, emojis and fonts will be moved from the system partition to the data partition. This allows them to be updated without root access or system update.
