It’s not Google Photos’ most stable feature. Sometimes he doesn’t, sometimes he automatically tags the person already, and sometimes he just suggests this person to be tagged. Incidentally, it does not seem to be so much about the back of mind on which Google bases its tagging: it is more about the environment.
