Apple has not yet commented on the issues with iCloud in iOS 16.3. Most people affected by the bug have not (yet) enabled two-step verification with their Apple ID. Apple requires it from iOS 16.3 to secure new accounts with two-step verification, but this now also seems to have an effect on existing Apple IDs.
