They will only be transferred if both iOS and Android devices are physically connected with a USB-C and Lightning cable. This is a common part of iPhone packaging.
Unfortunately, it will still not be possible to transmit user data wirelessly. If you have more than one cloud backup of your chat, picture, and voicemail history, the backups will not be merged. After performing a new backup, the transferred data will overwrite the existing backup of user data.
