Following an investigation conducted by LREM deputy Célia de Lavergne, some dysfunctions on Orange’s universal network have been brought to light. The operator could even be penalized if the breakdowns are not repaired quickly enough.

The state of the universal network communications service is often at the heart of controversy and complaints, particularly among rural elected officials. Orange is accused of cuts to the telephone and ADSL network which are caused by the poor state of the copper network. The deputy Celia de Lavergne, commissioned by the National Assembly around this question has just returned the conclusions of her investigation. The operator could be penalized if repairs are delayed.

In the survey conducted by the elected representative of the majority, several suggestions were made to improve the situation. First of all by forcing Orange to put its hand in its pocket if the situation requires it. To connect an existing line to a fixed network, a delay of 2 months is recommended. The report also suggests penalties on response time, during a service interruption. Each department could monitor its network indicators, which will highlight critical situations. Finally, Madame de Lavergne also deplores the lack of transparency on the condition of the lines.

The suggestion of a pooled intervention force between operators is also mentioned. The objective would be to be able to react more quickly in the event of an exceptional event. Finally, in order to secure the future of these networks, and perhaps offload Orange, the member also suggests the idea of ​​a call for tenders with a responsibility ranging from 5 to 10 years. A period justified by the end of the copper network scheduled for 2030 in favor of Fiber. At the end of this intervention, the Secretary of State for Digital Cédric O announced an action plan. It would be worked in collaboration with Arcep to be unveiled in early March. Only Orange’s reaction is long overdue.
